Shelved — Board declined to pursue NFG, August 13, 2026; nicotine pouch cap adoptedMansfield considered a Nicotine-Free Generation policy and never brought it to a vote. No public hearing on it was held. At its August 13, 2026 meeting the Board of Health declined to pursue it, and nothing further is scheduled. Mansfield did separately adopt a six-milligram cap on nicotine per pouch, effective January 1, 2026.
The production is nonetheless among the most detailed here: 455 emails and 19 supporting documents from February to November 2025.
The file is useful precisely because the effort did not succeed: the same sequence of contacts, scheduling and materials found in towns that adopted, without the adoption — and with the town's own health director setting it in motion.
